The Headline: Cost per Square Metre
Construction cost in Bali is usually quoted per square metre of built area, materials and labour included. As a working guide for 2026:
- Standard quality: USD 550โ700 per mยฒ. Solid, comfortable rental-grade villa with good but not luxury finishes.
- Mid to high: USD 700โ900 per mยฒ. Better materials, more detailing, design-led finishes that photograph well.
- Premium: USD 900โ1,200+ per mยฒ. Luxury materials, complex architecture, high-end joinery and imported fittings.
So a 150 mยฒ two-bedroom villa costs roughly USD 85,000โ105,000 to build at standard spec, before the pool and the land. Add the pool and you are typically looking at USD 110,000โ180,000 for the finished structure depending on finish level. These are real Bali numbers โ be sceptical of anyone quoting USD 350 per mยฒ, because that figure usually hides a finish you would not want to rent out.
A Worked Example: 150 mยฒ Two-Bedroom Pool Villa
Here is how a typical mid-spec build breaks down, excluding land:
- Structure & shell: ~USD 45,000 โ foundations, frame, walls, roof.
- Interior fit-out & finishing: ~USD 50,000 โ floors, joinery, kitchen, bathrooms, paint.
- Pool (standard concrete): ~USD 18,000 โ shell, waterproofing, filtration, tiling.
- Landscaping & external works: ~USD 10,000 โ decking, planting, drainage, walls.
- Permits (PBG + SLF) & design: ~USD 12,000 โ drawings and approvals.
That lands around USD 135,000 for a finished, permitted villa โ before furniture and before the land it sits on. Structure and fit-out are the two biggest line items, and finish level swings the fit-out figure the most.
The Costs People Forget
The build figure is only part of the project. The costs that ambush first-time owners are:
- Land: by far the biggest variable โ a Canggu or Seminyak plot can cost more than the whole villa, while Denpasar land is a fraction of it.
- Permits and legal: the PBG permit, SLF certificate, notary and any PT PMA company setup.
- Furniture and styling: a furnished villa needs USD 15,000โ40,000 of FF&E on top of the build to be rentable.
- Pool equipment and external services: connecting power and water, and the pool plant room, are real line items.
- Contingency: always budget 5โ10% for variations and the unforeseeable.
What Pushes the Price Up or Down
The plot. A flat, accessible block in Sanur builds cheaper than a steep clifftop plot in Uluwatu that needs heavy retaining. Finish level. The single biggest lever you control โ terrazzo and custom hardwood joinery cost multiples of basic tile and flat-pack. Design complexity. Simple rectilinear forms are cheaper than curves, split levels and dramatic spans. Size. Larger villas cost less per mยฒ as fixed costs spread out. And access โ a tight Seminyak lane adds logistics cost a wide Nusa Dua estate road does not.
