The listing will not tell you this, and plenty of sellers will not either. The ITR โ€” Informasi Tata Ruang โ€” is the official statement of a plot's designation and building rules, and reading it before money moves is the cheapest insurance in Bali real estate. "There are villas all around it" is not evidence. Bali has thousands of unpermitted buildings sitting in green zones, periodic enforcement campaigns, and no rule that a neighbour's luck transfers to your PBG application.

What Owners Ask Us

The seller says villas were already built nearby โ€” doesn't that prove it's fine?
No. Existing buildings may be unpermitted, older than the current spatial plan, or simply tolerated for now. Enforcement sweeps happen, and your PBG application will be judged against today's map, not against the neighbour's roofline.
What do the zone colours actually mean for a villa?
Yellow residential zones allow houses and, under local rules, rental villas. Pink tourism zones are made for accommodation businesses. Green agricultural zones do not permit villa construction, and protected overlays โ€” rivers, coastline, temples โ€” shrink what you can build even in the right zone.
Can agricultural land be converted so I can build?
Formally a conversion procedure exists; in practice it is slow, discretionary and often impossible, especially on protected subak rice fields. Our advice is consistent: never buy on a conversion promise. Price the plot as unbuildable, because it may stay that way.
What exactly is an ITR?
Informasi Tata Ruang โ€” spatial planning information. It is an official statement for one parcel setting out its designation, building-coverage and floor-area ratios, setbacks and height limits. It is the document your architect designs to and your PBG file is judged against.
I've already paid a deposit. Is the check still worth it?
More than ever. If the plot fails, losing a deposit is cheaper than completing the purchase and then paying for a design that can never be approved. The report can also support renegotiation or a clean exit from the deal.
